The nut above the plastic cap is 22 ft-lbs, It's on the end of the metal fuel line. The "nut" below the cap is the injector itself. It is used to remove / install the injector. You won't need to touch it for replacing the plastc cap and return lines. To clarify, the plastic cap slips into place, there are no nuts/bolts that clamp down on it.
